According to an environmental assessment performed by Paul Burgess LLC Environmental Consulting, an estimated $1.9 million would be needed to demolish and fully clean the 1.33 acre parcel located at 26 Shipping St. in Norwich. The report discovered vast heavy metal and petroleum contamination on the property. An estimated $1.1 million would be needed to tear down the vacant, three-story former metal finish plant which was repossessed by the city for back taxes seven years ago, and pave a parking lot or construct a building in its place. However, it could cost roughly $1.9 million if the city wanted to create a park or open space where more land would be exposed and more material would be needed to fill the hole. City officials were planning on using the property for a recreational boating program, but costs may now be too high for this. The city is looking into obtaining funds from the city’s federal community development block grant and a federal Environmental Protection Agency grant among others to help defray this cost.
