New Haven has recently joined the ranks in encouraging a statewide carbon cap that would diminish the effects of global warming. The goal is to reduce state greenhouse gas emissions 10 percent below the levels in 1990 by 2020 and 80 percent below the levels in 2001 by 2050. Policies that would help achieve these targeted values include energy-efficient building codes, promotion of biofuel, use of energy-efficient appliances, and expansion of passenger and freight railways to name a few.
