The towns of Cheshire, Hamden, North Haven, Wallingford and Meriden, all members of a consortium where trash is burned at a waste-to-energy facility in Wallingford, have until Dec. 31 to purchase the facility from New Jersey-based Covanta Energy. Officials from the Connecticut Resources Recovery Authority (CRRA) are looking into arranging a new agreement with owners of the plant, located on South Cherry Street in Wallingford, instead of flat out purchasing it. Even if this were possible, the contract would unlikely include paying Covanta above-market rates for power produced from burning trash at the plant. The consortium has $34 million set aside as a back-up for when the contract expires, which may go towards finding new garbage disposal arrangements for certain communities. When the contract expires, CRAA will lose its right of first refusal from Covanta.
